Do we need a full transport management system?

Often not. Most operators need three or four specific things fixed, and buying a whole system to get them costs more and fits worse.

Will it work with no signal?

It has to. Any driver app worth building holds the job offline and syncs when the phone finds a signal, because much of the country still does not have one.

Can it talk to our accounts package?

Yes. Invoicing out of the job into Xero, Sage or QuickBooks is usually the piece that pays for the rest.
